Uh, Michael- the Chicago PD has always been completely unconstrained in what it does regarding street violence...it handles things exactly like Red State types want EVERY police department to handle crime- and its use of racial-profiling based extreme violence has always been a complete failure at fighting it. What else would you have them do- nuke every high-crime neighborhood?
