The best way to address that, though, is to legalize drugs, and possession for personal use, while treating substance abuse as a public health and social justice issue rather than a criminal justice issues.

Legalizing drugs would deprive the gangs of much of their revenue stream and would end the phenomenon of people committing various forms of theft to purchase drugs.
