Not if they're being cut to nothing and run by people appointed to run them because they themselves don't believe they can work alleviate poverty they're not.

There is a limit to how well any deliberately sabotaged program can work.

In the world we actually live in, government programs saved millions from starvation during the Depression- there was no way that soup kitchen charity could ever have met the need- and were actually massively effective during the Great Society years- the only reason they weren't more effective was that Lyndon Johnson, who got most of those programs passed, cared more about fighting an unwinnable war in Vietnam than about actually ending poverty, and he started cutting funding for the programs as soon as he'd set them up just to channel more money TO the unwinnable war.
