No such hires occur, though- and it's not reasonable to expect the entire Black/Brown/Indigenous workforce to wait for their chance until every white applicant who has greater "experience"- usually as a result of past or continuing discriminatory attitudes among those who do the hiring- either retires or dies on the job.
