He'd say it isn't as simple as that, AND that neither of those statistics justify the police treating Black people collectively worse than they treat white people in identical or comparable situations- especially since that figure proves collective police harassment of Black America does nothing to stop what white supremacists smugly call "Black on Black violence"- that it doesn’t vindicate white dismissiveness towards or paranoia towards Black America, a community which has done all it could do to stop that form of violence- that mass incarceration is a failed strategy in combating the problem, and that the way to stop "Black on Black violence" is to legalize drugs- which would defend the gangs- while doing whatever is needed to reverse the effects of historic reclining and restore prosperity and hope to a the Black communities which were deliberately impoverished and left with as little hope as possible by that policy.
